An appraiser is a state-licensed professional who produces an independent opinion of a home's market value, primarily by comparing it to similar nearby homes that recently sold. In a financed purchase, the buyer's lender orders the appraisal through an appraisal management company, because the bank will not lend more than its own expert says the collateral is worth.
