Congress Realty vs ClozeEZ: Arizona Flat Fee MLS Compared

Congress Realty is the most established flat-fee MLS brokerage in Arizona. They were founded in Scottsdale in 2002 and have been licensed and operating here for more than twenty years. If you want your home on the MLS without paying a percentage commission, they are a serious, legitimate option, and this page is not going to pretend otherwise.

Add-ons at Congress Realty include document services at $500, a lockbox at $50, and a virtual tour at $350.

One correction worth making, in Congress Realty's favor. A competitor's blog claims Congress Realty charges a hidden 0.25% to 0.5% "compliance fee" at closing. That is not accurate. Congress Realty's own FAQ states you pay "never a listing commission to Congress Realty at closing," and that if you sell to an unrepresented buyer "you only pay the initial flat fee." The 0.5% exists solely on their clearly labeled Full Service tier. We are not going to repeat a competitor's inaccurate claim to win an argument.

Where Congress Realty Genuinely Wins

  • They are a licensed Arizona brokerage. Entity license CO537788000, active since November 2002, with an in-state designated broker. ClozeEZ is not a brokerage, and if what you want is a licensed Arizona broker on your listing, Congress Realty has one and we do not.
  • MLS access. This is the core thing they sell and the thing ClozeEZ does not provide. Your home goes on ARMLS and syndicates to the major portals from there. For many sellers that exposure is worth the fee on its own.
  • Twenty-four years in Arizona. They have seen multiple market cycles here. That is real institutional knowledge.
  • A genuine full-service option. If partway through you decide you want an agent, they have a tier for that at a disclosed price rather than a percentage.
  • Twelve-state footprint and strong review scores, with an A- BBB rating.

Where ClozeEZ Wins

  • Nothing owed unless you close. Congress Realty's flat fee is paid upfront and is not contingent on a sale. In a slower market, a listing that does not sell still cost you $299 to $499. ClozeEZ's $200 is owed only at closing.
  • The transaction, not just the listing. Flat-fee MLS puts your home on the MLS. What happens after an offer arrives (the contract, the SPDS, the inspection period, the BINSR, coordinating with title) is where ClozeEZ is built.
  • Photo limits. Congress Realty's $299 Basic tier includes six photos. In a market where buyers scroll listings on their phones, six photos is genuinely limiting, and getting to unlimited means the $499 tier.
  • Offers and buyer verification in one place, with pre-qualification checks rather than lead forwarding to your phone.

Documented Criticisms

The recurring complaint about Congress Realty, across review sites, is difficulty reaching a person: automated phone systems and unresponsive agents. Given that the lower tiers are self-service by design, some of that is the model working as sold rather than a failure. But it is the consistent theme, and worth knowing before you buy the $299 tier expecting hand-holding.

The Question That Actually Decides It

Do you need to be on the MLS?

If yes, Congress Realty sells that and ClozeEZ does not. Buy it from them, or from another Arizona flat-fee broker, and use whatever transaction tooling you like alongside it. Arizona permits limited-service listings, so this is a legitimate path.

If no, if you are marketing directly to buyers, or you already have a buyer, or you are selling to an investor or a family member, then you are paying for exposure you do not need, and a platform that handles the paperwork and charges only at closing is the better fit.

Plenty of Arizona sellers reasonably answer yes. We would rather tell you that than lose your trust by pretending the MLS does not matter.

Arizona Requirements Either Way

Whichever you choose, an Arizona sale involves the standard Residential Resale Real Estate Purchase Contract, the Seller's Property Disclosure Statement, the buyer's ten-day inspection period and any BINSR response, and closing through a licensed title/escrow company. Arizona charges no state real estate transfer tax.
